Zero Emission Zones Netherlands
Since Jan. 1, 2025, the first 18 municipalities in the Netherlands have introduced zero-emission zones (also known as zero emission zones). Some 10 more municipalities and Schiphol Airport will follow later this year. A zero-emission zone is an area where eventually only zero-emission company cars and trucks will be allowed to drive. This goes beyond an environmental zone, where certain polluting vehicles still have limited access.
From Jan. 1, 2025, the most polluting vehicles will be banned first. Cleaner vehicles are subject to a transitional arrangement, giving business owners time to make their fleets more sustainable.
Why zero-emission zones?
Municipalities introduce these zones to:
- Improve air quality
- Reduce CO₂ emissions
- Stimulate sustainable mobility

Where will the ZE zones be?
By now, 18 municipalities have introduced zero-emission zones. In addition, 10 other municipalities and Schiphol have made the decision or are researching introduction.
Municipalities with zero-emission zones:
Amersfoort, Amsterdam, Assen, Delft, The Hague, Eindhoven, Enschede, Gouda, Groningen, Haarlem, 's-Hertogenbosch, Leiden, Maastricht, Nijmegen, Rotterdam, Tilburg, Utrecht and Zwolle.

Entry rules and transitional arrangements
To make the transition feasible for business owners, there are different effective dates for each vehicle category:
- Cleaner vans and younger trucks may enter zero-emission zones for longer.

Don't have access to the zero-emission zone? Then you may be able to use an exemption.
Exemptions
If your vehicle does not have access to a zero-emission zone, in some cases it is possible to obtain a waiver.
- There are national exemptions and exemptions that only apply in a specific zero-emission municipality.
- More information on conditions and applications can be found on the RDW website.
- The exemptions are currently granted centrally by the participating zero-emission municipalities.

Warning period and penalties
Municipalities have agreed to a warning period of at least 6 months after implementation. No fines will be issued during this period.
After this period, you risk a fine if you do not meet the access requirements and do not have an exemption.
